Empowering Equal Opportunity

The Federal Emergency Management Agency (FEMA) / Office of Equal Rights (OER) ensured the agency’s commitment to providing equal opportunity to all employees, applicants, and members of the public seeking access to FEMA programs and activities. OER's mission was to reflect the rich diversity of the nation and provide a cohesive work environment for all FEMA employees, guaranteeing their success in aiding disaster survivors.


RSDC collaborated with TJFACT to provide extensive administrative support services to OER operations. Key tasks included office management, managing daily events, creating administrative documents and protocols, answering incoming phone calls, organizing and maintaining office records, scheduling multi-agency webinars and intra-agency meetings, and managing incoming and outgoing mail and filing. These tasks were managed to successful completion daily or as specified if outside normal delivery expectations.


RSDC provided qualified personnel in accordance with the requirements outlined in the Statement of Work (SOW), using industry best practices and adapting historical knowledge of agency onboarding and retention challenges. Their approach to talent management included soliciting and engaging personnel from various mediums to attract a diverse yet qualified pool, conducting pre-submission background checks and employment verifications, and ensuring team member security suitability and adherence to on-site requirements.


To address the lengthy agency-driven suitability process, RSDC adjusted talent and resource management processes to reflect the operational tempo of the client. They recommended building a pipeline of qualified candidates with preliminary approval as a next-in-line approach in the event of attrition. This approach was agreed upon by the prime contractor, TJFACT, and presented to the client as a solution to ensure continuity of support.
